Amends Mississippi Code Section 67-1-101 to add the cities of Natchez, Vicksburg, and Ridgeland to the definition of "municipality" under the local option alcoholic beverage control law.

Allows municipalities defined in the statute to establish one or more leisure and recreation districts within their corporate boundaries by ordinance, with authority to modify district boundaries.

Permits leisure and recreation district boundaries to extend into unincorporated county areas if the county consents and has voted to come out from under the dry law.

Requires municipalities establishing districts to provide the Department of Revenue with copies of ordinances, law enforcement verification of public safety measures, and lists of permit holders operating within the district.

Takes effect July 1, 2017.
