Amends Section 11-27-47 of Mississippi Code to require oil and gas pipelines built, constructed, or extended using eminent domain to be operated as common carriers.

Applies to existing pipelines built using eminent domain and to new pipelines constructed on or after July 1, 2017.

Requires entities planning pipeline construction after July 1, 2017 to declare in advance on a State Oil and Gas Board form whether they intend to exercise eminent domain, with notice that doing so obligates common carrier operation.

Common carrier requirement applies to pipelines conveying oil, gas, carbon dioxide, or other gaseous substances used in secondary or tertiary hydrocarbon recovery projects within Mississippi.

Takes effect July 1, 2017.
