Prohibits political parties, political committees, candidates for public office, and advocacy groups from sending political or politically related electronic mail or electronic communications to public employees' public email addresses, excluding elected officials and agency heads.

Establishes a civil fine of $100 for each political or politically related email sent in violation of the prohibition.

Brings forward existing section 23-15-871 of the Mississippi Code, which prohibits employers from coercing employees regarding voting, threatening discharge, or reducing compensation based on voting choices.

Prohibits employers from requesting or permitting employees to campaign during paid work hours or to use employer-paid leave for campaign activities.

Takes effect July 1, 2017.
