Consolidates three separate school districts in Chickasaw County (Chickasaw County School District, Houston School District, and Okolona School District) into a single Chickasaw County Consolidated School District, effective July 1, 2020.

Requires election of a new five-member county board of education on November 6, 2019, with members elected from single-member districts apportioned by the board of supervisors based on the population of the three former districts as they existed on July 1, 2017.

Establishes the central administrative office in Houston, Mississippi, and limits the consolidated district's administrative leadership to one superintendent and at most one assistant superintendent.

Transfers all real and personal property from the three abolished school districts to the new consolidated district and requires the new board to establish employee contracts and budgets for the 2020-2021 school year and beyond.

Grants the State Board of Education authority to administratively consolidate any school district that does not voluntarily comply with the consolidation order and requires promulgation of implementing regulations.
