Authorizes the Board of Supervisors of Coahoma County to extend the existing lease with Clarksdale HMA, Inc., and Health Management Associates, Inc., for up to 10 additional years, with terms and conditions set by the board.

Requires the board to hire a certified public accounting firm, law firm, or healthcare/management consultant to review the hospital's operating condition and determine a fair market rental rate for the extended lease term before setting final terms.

The consultant review must analyze community inpatient facility needs, competitive market conditions, the hospital's competitive strengths, and appropriate revenue levels from the lease.

The annual rental rate for the extended term must fall within the range determined by the analysis, and the lessee may accept the extension in writing to the County Administrator and Chancery Clerk within a reasonable timeframe before the current lease expires.

The parties may amend the lease terms as agreed upon and in the county's best interest upon acceptance of the extension.
