Authorizes the Coahoma County Board of Supervisors to extend the existing lease with Clarksdale HMA, Inc. and Health Management Associates, Inc. for up to an additional 10 years beyond the current term.

Requires the board to contract with a certified public accounting firm, law firm, or healthcare/management consultants to review the hospital's operating condition and determine a fair market value rental rate for any extended term.

Mandates the professional analysis include review of community inpatient facility needs, competitive market conditions, the hospital's competitive strengths, and revenue projections for the extended term.

Sets the annual rental rate for the extended lease within the range determined by the analysis, with the board determining the length of extension in the county's best interest.

Allows the lessee to accept the extended term and rental rate in writing to the County Administrator and Chancery Clerk within a reasonable time period before the current lease expires, or permits lease amendments agreed upon by both parties.
