Authorizes the City of Vicksburg governing authorities to establish one or more leisure and recreation districts within the Historic Downtown District and Main Street District through ordinance

Districts may extend into unincorporated areas of the county if the county consents and has voted to allow alcohol sales (come out from under the dry law)

Requires detailed geographic descriptions, boundary definitions, and georeferenced maps when establishing or modifying a district

Mandates the municipality provide documentation to the Department of Revenue including the ordinance, law enforcement verification, and a list of existing alcohol permit holders within the district

Municipality must describe how it will provide adequate law enforcement and public safety measures within the leisure and recreation district
