Extends the repeal date of the Town of Byhalia's authorization to impose a hotel and motel room rental tax from July 1, 2016 to July 1, 2021.

Authorizes the Byhalia governing authorities to levy a tax not exceeding 2% on gross proceeds of room rentals at hotels or motels with six or more guest rooms.

Requires a local election where 60% of qualified electors must approve the tax before it can be imposed.

Dedicates tax proceeds, minus 3% retained by the Department of Revenue for collection costs, solely to promotion of tourism and parks and recreation in the Byhalia area.

Requires separate accounting and annual independent audit of tax revenues and expenditures, distinct from the town's general fund.
