Restores voting rights to Seagie J. Pace of Lamar County, Mississippi, who lost eligibility to vote due to a 2006 conviction for possession of a controlled substance with intent.

Requires that the individual has completed the full penalty and all conditions imposed for the conviction before rights are restored.

Legislature finds that the individual is conducting himself as a law-abiding and honorable citizen in a good and lawful manner.

Becomes effective upon passage.
