Restores voting rights to Robert E. Banks of Marshall County, Mississippi, who lost eligibility due to a 1999 robbery conviction.

Banks was sentenced to five years in the Mississippi Department of Corrections and discharged from incarceration on August 12, 1999.

Banks completed probation and was discharged on August 12, 2002.

Legislature finds that Banks is now conducting himself as a law-abiding and honorable citizen in a good and lawful manner.

Effective upon passage.
