Appropriates $751,916.00 to the State Board of Cosmetology for fiscal year 2018 (July 1, 2017 – June 30, 2018).

Authorizes 13 permanent full-time positions for the board.

Requires the board to adopt policies by October 1, 2017 prohibiting wigology licenses and allowing existing wig specialists and wig salons licensed before July 1, 2014 to continue operations under previous statutory requirements.

Establishes performance targets for the board including school permits, establishment inspections, complaint resolution, licensure processing times, and limits board meetings to maximum 62 days per year.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2017 and report performance achievement in the fiscal year 2019 budget request.
