Appropriates $479,029.00 for the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2018 (July 1, 2017 through June 30, 2018).

Authorizes 5 permanent full-time positions for the board.

Requires the agency to maintain current accounting and personnel records and submit Fiscal Year 2019 budget requests in comparable format and detail to Fiscal Year 2018.

Mandates that Personal Services funding for Fiscal Year 2019 cannot exceed Fiscal Year 2018 levels unless new programs or positions are added by the Legislature.

Establishes that Mississippi Industries for the Blind shall receive preference for purchases when bids are equal in price, quality, and service.
