Appropriates $2,909,266.00 from special funds in the State Treasury to the State Board of Medical Licensure for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 24 permanent full-time positions for the board with restrictions on salary increases and personnel actions that would exceed fiscal year 2018 appropriations unless new funds are provided.

Establishes performance targets including 100% online license renewals, 100% individual license renewals issued within seven business days, and 250 documented complaints received annually.

Allocates up to $350,000 to the Mississippi Professionals Health Program and up to $130,000 to the Mississippi Board of Pharmacy for the Prescription Monitoring Program.

Permits the board to recover all direct investigation and proceeding costs from license holders found in violation of statute after notice and hearing.
