Appropriates $127,643.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes one permanent full-time position for the State Board of Optometry.

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017, with comparable budget request submissions for fiscal year 2019.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases involve competitive bids.

Obligates funds to be expended in compliance with state law and prohibits the agency from incurring obligations or indebtedness exceeding its appropriation.
