Appropriates $281,911.00 from special funds in the state treasury to the Mississippi State Board of Physical Therapy for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes three (3) permanent full-time positions for the agency to use with the appropriated funds.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2017, and submit fiscal year 2019 budget requests in comparable format and detail.

Establishes that personal services funding for fiscal year 2019 shall not exceed fiscal year 2018 levels unless new programs or positions are added by the legislature, with restrictions on individual personnel actions that would increase costs.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
