Appropriates $120,837.00 in special funds to the Mississippi State Board of Psychology for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017, and submit future budget requests in comparable detail.

Designates $80,268.00 of the appropriated funds specifically for professional board management fees.

Directs the board to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Requires expenditures to comply with Mississippi Code Section 27-104-25 to ensure the board does not incur obligations exceeding its appropriation.
