Appropriates $4,924,678.00 from the State General Fund to the State Fire Academy for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 63 permanent full-time positions for the agency with restrictions on salary escalations and personnel actions that would exceed the fiscal year 2018 appropriation level.

Establishes performance targets requiring the academy to train 14,000 students at an average cost of $361.80 per student during fiscal year 2018.

Requires the State Fire Academy to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017 and submit comparable budget documentation.

Mandates preference be given to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
