Appropriates $4,348,364.00 from state general funds to the Mississippi Public Service Commission for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 69 full-time permanent positions, 6 part-time permanent positions, 5 full-time time-limited positions, and 0 part-time time-limited positions for the agency.

Requires the Public Service Commission to maintain personal services funding at or below fiscal year 2018 levels in fiscal year 2019 unless new programs or positions are added by the legislature.

Establishes performance measures for utility regulatory services including targets of 250 utility docket cases, 5,000 utility complaints, and 650 pipeline inspections for fiscal year 2018.

Appropriates an additional $69,865.00 for administering the Mississippi Telephone Solicitation Act with a target of handling 18,000 "no-call" complaints at an average cost of $8.58 per complaint.
