Appropriates $2,200,000 from the State General Fund to the Public Utilities Staff for fiscal year 2018 (July 1, 2017 through June 30, 2018)

Authorizes 28 permanent full-time positions with no part-time or time-limited positions

Requires the agency to maintain personal services funding at or below fiscal year 2018 levels for the 2019 budget unless the Legislature adds new programs or positions

Prohibits using general funds to replace withdrawn federal funds or special funds previously used for authorized salaries

Grants purchasing preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service
