Appropriates $9,272,158.00 from the State General Fund and $2,946,759.00 from special funds to the Mississippi Library Commission for fiscal year 2017-2018.

Authorizes 48 full-time permanent positions for the commission with restrictions on salary increases unless new funds are provided by the legislature.

Allocates $3,450,056.00 for health insurance costs for full-time library staff members in public libraries across Mississippi.

Requires a minimum of $1,000,000.00 to be spent on the Magnolia Database and establishes performance targets for administrative services and library services including download speeds, database searches, interlibrary loans, and summer library program participation.

Takes effect July 1, 2017.
