Authorizes 39 permanent full-time positions for the Port Authority

Allocates $135,000 specifically for salary increases to fund overtime, callback, or standby pay

Requires the Port Authority to maintain complete accounting and personnel records in the same format as fiscal year 2017

Gives purchasing preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service
