Authorizes 15 permanent full-time positions for the Authority

Allocates $50,000 specifically for salary increases to fund overtime, callback, or standby pay

Requires the Authority to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017

Mandates that Mississippi Industries for the Blind receive preference when bids are equal in price, quality, and service for commodity or equipment purchases
