Appropriates $51,495,781.00 from the State General Fund and $1,236,934,632.00 from special funds to the Department of Human Services for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 1,742 permanent full-time positions, 1 permanent part-time position, 475 time-limited full-time positions, and 0 time-limited part-time positions.

Transfers $1,000,000.00 to the Department of Health for the Child Care Licensure Program and $1,000,000.00 in Medicaid special funds to the Aging and Adult Services Division for the Home Delivered Meals Program.

Transfers $250,000.00 to the Juvenile Facility Monitoring Unit at the Department of Public Safety and provides up to $100,000.00 for the Senior Olympics Program.

Establishes performance targets for fiscal year 2018 across multiple divisions including child support enforcement, food assistance, aging services, and youth services, with reporting required in the fiscal year 2019 budget request.
