Appropriates $39,130.00 from the State Board of Registered Foresters Fund to the State Board of Registration for Foresters for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017, with fiscal year 2019 budget requests submitted in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodity or equipment purchases, and in non-competitive purchases.

Requires expenditures to comply with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2017.
