Appropriates $8,513,476.00 in special funds to the Tombigbee River Valley Water Management District for fiscal year 2018 (July 1, 2017 - June 30, 2018) for bond payments, interest, maintenance, and project development costs.

Authorizes 17 permanent full-time positions for the district with restrictions on salary increases and personnel actions that would exceed the fiscal year 2018 appropriation level without new or additional funds.

Requires the district to maintain accounting and personnel records in the same format and level of detail as fiscal year 2017 and submit future budget requests in comparable format to the Joint Legislative Budget Committee.

Mandates that excess operating funds be deposited in banks to earn interest at rates equivalent to state Treasury deposits and that all expenditures comply with Mississippi Code Section 27-104-25 regarding appropriation limits.

Requires preference for Mississippi Industries for the Blind when two or more bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
