Appropriates $18,209,440.00 from special funds to the Pearl River Valley Water Supply District for fiscal year 2018 (July 1, 2017 - June 30, 2018)

Authorizes 119 permanent full-time positions and 2 time-limited full-time positions for the district

Allocates $200,000.00 for salary increases to fund overtime, callback, and standby pay

Requires the district to give priority and waive fees for ESPN Bass Masters Classic and FLW Major Open events won by local governmental or nonprofit entities, and to hold the Catch A Dream Foundation Bass Classic on the first Sunday in May

Requires the district to submit a comprehensive staffing and manpower analysis report to the Legislature, Governor, and Lt. Governor by January 1, 2018, including evaluation of the district's patrol operations and potential intergovernmental agreements
