Appropriates $75,000 from the State General Fund to the Department of Finance and Administration for fiscal year 2018 to conduct a study of the alcoholic beverage industry and Alcoholic Beverage Control Division operations.

Requires the department to contract with a third party to study the impact of allowing wine sales with more than 5% alcohol by weight in retail food stores on the ABCD's supply and demand capacity.

Study must also examine current ABCD operations and recommend modifications to improve permit issuance processes, ordering procedures, reporting systems, and shipment points for permit holders.

Department must submit recommendations to the Legislature by the 2018 Regular Session.

Effective July 1, 2017.
