Appropriates $75,000 from the State General Fund to the Department of Finance and Administration for fiscal year 2018 to fund a study of the alcoholic beverage industry and Alcoholic Beverage Control Division operations.

Requires the Department of Finance and Administration to contract with a third party to conduct the study and provide recommendations to the Legislature by the 2018 Regular Session.

Study must examine the impact of allowing sales of wines exceeding 5% alcohol by weight in retail food stores on the ABCD, including effects on wine demand and supply availability in the state.

Study must also evaluate current ABCD operations and recommend modifications to improve capacity, permit issuance processes, ordering procedures, reporting systems, and increase shipment points.

Effective July 1, 2017.
