Authorizes the City of Biloxi to establish a nonprofit corporation called "Biloxi Biometrics and Cybersecurity Center, Inc." for research, development, manufacturing, and marketing of biometrics, nanotechnology, cybernetics, and related science and technology products.

Grants Biloxi authority to make loans and grants to the nonprofit corporation using federal and state funds obtained by the city, as well as funds from court judgments for economic damages.

Allows the nonprofit corporation to invest in and partner with for-profit and nonprofit business ventures and educational institutions for developing and marketing biometric sensors, nanotechnology-enabled materials, and related products.

Authorizes the city to acquire and/or construct an approximately 50,000 square-foot facility called the "Biloxi Center for Excellence in Biometrics and Cybersecurity Development" that can be leased or sold for manufacturing and research operations.

Mayor appoints the board of directors of the nonprofit corporation subject to city council confirmation, with articles of incorporation and bylaws requiring governing authority approval.
