Authorizes up to $5,000,000 in state general obligation bonds for Marion County road, street, and bridge improvements

Creates three separate special funds within the State Treasury to hold bond proceeds, with unexpended amounts not lapsing into the General Fund

All bonds must be issued by July 1, 2021, with a maximum maturity of 25 years, and are backed by the full faith and credit of the State of Mississippi
