Creates a special fund in the State Treasury called the "Mississippi Highway Safety Patrol Fund" to pay for uniforms, automobiles, equipment, and trooper training for the Highway Safety Patrol.

Imposes a 10% increase in state assessments on traffic violations, implied consent law violations, game and fish violations, misdemeanors, and felonies, with new amounts directed to the Highway Safety Patrol Support Fund.

Specific assessment amounts added: $9.05 for traffic violations, $24.35 for implied consent violations, $8.90 for game and fish violations, $12.18 for other misdemeanors, and $28.05 for felonies.

Allows the fund to receive monies from legislative appropriations, interest, federal grants, and donations in addition to assessment collections.

Takes effect July 1, 2017.
