Authorizes issuance of state general obligation bonds not to exceed $6,000,000 to fund construction, furnishing, and equipping of a new Highway Safety Patrol Substation in Starkville, Mississippi.

Creates a special fund called the "2017 Department of Public Safety Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Establishes that bonds may not be issued after July 1, 2021, with a maturity period not exceeding 25 years from the date of issue.

Pledges the full faith and credit of the State of Mississippi for bond repayment, with any deficiency paid from the State Treasury's general funds.

Makes bonds exempt from state taxation and establishes them as legal investments for trustees, fiduciaries, banks, and insurance companies.
