Authorizes the State Bond Commission to issue up to $2,000,000 in general obligation bonds to fund repair and renovation of Rose E. McCoy Auditorium at Jackson State University.

Creates a special fund within the State Treasury designated as the "2017 Jackson State University Rose E. McCoy Auditorium Repair and Renovation Fund" to receive bond proceeds and disburse funds for the project.

Bonds may have a maturity of up to 25 years from date of issue with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and must be issued by July 1, 2021.

Pledges the full faith and credit of Mississippi to back the bonds, making them general obligations of the state with exemptions from state taxation.

Upon project completion or abandonment, any remaining fund balance shall be applied to pay debt service on the bonds.
