Authorizes the State Bond Commission to issue up to $100,000 in general obligation bonds to fund wind energy research for Sunflower County, Mississippi.

Creates a special "2017 Sunflower County Wind Energy Research Fund" within the State Treasury to receive bond proceeds and disburse funds for wind energy viability research.

Bonds may be issued at any time before July 1, 2021, with a maximum maturity of 25 years and interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Bond proceeds are secured by the full faith and credit of the State of Mississippi, with principal and interest payable from appropriated legislative funds or other state treasury funds if appropriations are insufficient.

Unused funds remaining after project completion shall be applied to pay debt service on the bonds, and bond income is exempt from all state taxation.
