Authorizes the issuance of state general obligation bonds not to exceed $1,300,000 to fund the Delta Blues Museum in Clarksdale, Mississippi.

Bond proceeds shall be used for acquisition, storage, and relocation of artifacts, and design, fabrication, and installation of permanent exhibits including films and interactive components.

Creates a special "2017 Delta Blues Museum Fund" within the State Treasury, maintained separately from the General Fund, with unexpended amounts and interest earnings retained in the fund.

Bonds may not be issued after July 1, 2021, and shall mature no later than 25 years from the date of issue, with interest rates not to exceed limits set by Mississippi Code Section 75-17-101.

Bonds are general obligations of Mississippi backed by the full faith and credit of the state, with bond income exempt from state taxation.
