Establishes a Local Governments MSWIN Infrastructure and Equipment Revolving Loan Program administered by the Mississippi Development Authority to assist counties and municipalities in purchasing equipment needed for Mississippi Wireless Information Network (MSWIN) participation.

Creates a special "Local Governments MSWIN Infrastructure and Equipment Revolving Loan Fund" in the state treasury to fund loans for network infrastructure (repeaters, antennas, microwave backhaul) with 15-20 year useful life and subscriber equipment (radios, tablets, modems) with 5-7 year useful life.

Authorizes loans at the lesser of 2% annual interest or the true interest cost of the most recent state general obligation bonds, with repayment periods tied to equipment useful life and repayment secured by county homestead exemption reimbursements or municipal sales tax revenue distributions.

Authorizes issuance of up to $20,000,000 in state general obligation bonds to fund the revolving loan program, with proceeds deposited into the special loan fund.

Requires the Mississippi Development Authority to supervise fund use, review and certify purchases, maintain records, ensure equitable distribution among counties and municipalities, and file annual reports to the Legislature detailing spending and purchases by locality.
