Authorizes county boards of supervisors and municipal authorities to enter into fee-in-lieu of ad valorem tax agreements with existing enterprises that have operated in the county or municipality for at least 24 months for projects totaling over $10,000,000.

Maintains existing authorization for fee-in-lieu agreements with new enterprises for projects totaling over $100,000,000.

Requires fee-in-lieu agreements to be in writing, negotiated between the enterprise and local authorities, and approved by the Mississippi Development Authority.

Sets minimum fee-in-lieu amount at one-third of ad valorem taxes otherwise payable, with apportionment between county/municipality and school districts determined by local authorities.

Establishes maximum agreement duration of 20 years from commencement, though no specific parcel or property may be subject to fee-in-lieu for more than 10 years; effective July 1, 2017.
