Authorizes $8.45 million in general obligation bonds for repairs and renovations at eight state universities (including Alcorn State, Mississippi State, and University of Mississippi Medical Center) with $1 million allocated to each institution and $450,000 to the IHL Education and Research Center

Authorizes $45 million in bonds for capital improvements at the state-owned shipyard in Jackson County, contingent on the lessee incurring at least $90 million in debt or dedicated funds for capital improvements at Mississippi shipyards

Authorizes $1 million each for: community and junior college capital improvements distributed among 15 colleges; a new Highway Safety Patrol substation in Starkville; state parks repair and renovation; the Mississippi Watershed Repair and Rehabilitation Cost-Share Program; Columbus Air Force Base recreational facility improvements; the Mississippi Community Heritage Preservation Grant Fund; and Alcoholic Beverage Control Warehouse improvements in Madison County

Authorizes $1 million in bonds for matching funds for the federal Water Pollution Control Revolving Fund, with interest and investment earnings used to pay debt service on the bonds

All bonds are general obligations of the state backed by full faith and credit, may not be issued after July 1, 2021, have maximum 25-year maturity, and are exempt from Mississippi state taxation
