Prohibits golf cart operation in nonresidential areas and on urban interstate highways, freeways, expressways, principal arterial streets, and minor arterial streets as defined by the city's comprehensive plan

Requires any authorization to be recorded in official city minutes and allows the governing authorities to revoke permission at any time
