Authorizes the City of Pascagoula governing authorities to permit golf cart operation on public roads within residential neighborhoods and other designated areas through city ordinance

Defines golf carts as vehicles designed for golf course use, limited to 25 mph maximum speed, and equipped with parking brake, head lamps, tail lamps, seat belts, and turn signals

Requires golf cart operators to possess a valid driver's license or temporary permit and proof of financial responsibility (insurance)

Prohibits golf cart operation on interstate highways, freeways, expressways, and principal/minor arterial streets, except when crossing using the shortest distance

Requires golf carts to operate in the outside lane on multi-lane roads when applicable
