Requires the Department of Agriculture and Commerce to assist agricultural operations with permit processes and serve as liaison between agricultural businesses and state and federal agencies.

Establishes that agricultural operations operating for one year or more in compliance with all applicable permits have an absolute defense against nuisance actions.

Defines "significant change" in agricultural operations to exclude conversions between agricultural types, ownership or size changes, government program participation changes, or adoption of new technology.

Adds "scientific and technological advancements" to the definition of agricultural operations, defining it as farming techniques and methods extending beyond generally accepted customs and standards.
