Transfers appointment authority for the State Superintendent of Public Education from the State Board of Education to the Governor, contingent on ratification of House Concurrent Resolution No. _____, 2017.

Requires the Governor to appoint the State Superintendent from candidates recommended by the State Board of Education, with Senate advice and consent.

Changes the State Superintendent's employment status to serve at the will and pleasure of the Governor rather than the State Board.

Maintains the State Superintendent's role as Chief Administrative Officer for the State Department of Education and administrator of board-established policies.

Requires the State Superintendent to hold a master's degree in any field and have a minimum of five years' experience in educational administration.
