Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to the existing components of health education, health service, physical education and fitness, and healthful school environment.

Requires local school boards to adopt and implement plans for integrating the Comprehensive School Health Education Program into their local school curricula.

Mandates public school nurses provide instruction in all components of the Comprehensive School Health Education Program as part of their responsibilities.

Changes the Office of Comprehensive School Health Education to the Office of Healthy Schools and requires it to submit recommendations to the State Board of Education for adoption of any necessary rules and regulations related to the program.

Effective date is July 1, 2017.
