Clarifies that the period of reflection is not a religious service or exercise but an opportunity for reflection that aligns with existing law permitting voluntary student prayer in schools.

Permits teachers and school administrators to allow voluntary student participation in prayer without prescribing the form or content of any prayer.

Effective date is July 1, 2017.
