Requires school boards to have teachers lead all pupils in reciting the Pledge of Allegiance to the United States flag at the beginning of the first hour of class each school day, effective July 1, 2017.

Imposes a $1,500.00 fine per violation on any school district found not in compliance with the daily pledge requirement.

Mandates fines be paid by local school districts within 30 days of notice using local funds only, excluding federal funds, Mississippi Adequate Education Program funds, or other state funds.

Allows students and teachers to be excused from reciting the pledge without penalty if they object to participation.

Requires school districts to provide instruction in proper flag etiquette, correct flag display, and respect for the flag as part of fifth grade social studies or history curriculum.
