Requires vehicle headlights to be operated whenever windshield wipers are needed due to precipitation or other conditions.

Prohibits drivers from using only parking lights or auxiliary driving lamps during times when full headlights are required by law.

Expands headlight requirement times to include: sunset to sunrise, whenever wipers are necessary, and any other low-light conditions where a person cannot be clearly seen 500 feet ahead.

Establishes violation as a misdemeanor punishable by a fine of not more than $25.00.

Takes effect July 1, 2017.
