Allows students without documented immigration status or holding temporary visas to pay in-state tuition if they meet five criteria: resided in Mississippi for at least 5 continuous years, obtained a high school diploma or GED in Mississippi, are enrolled at a state institution, had taxes filed in Mississippi, and filed an affidavit confirming they are not in removal proceedings and will petition for permanent residency within 90 days of becoming eligible.

Clarifies that establishing eligibility for in-state tuition under this provision does not confer domiciliary status or establish a procedure for domicile.

Entitles eligible students to the same rights and benefits as other in-state students, including eligibility for state financial aid.

Amends Section 37-103-7 to specify that students meeting requirements under Section 37-103-25 shall not be required to pay out-of-state tuition.

Amends Section 37-103-23 to exclude from the blanket nonresident alien classification those students meeting the conditions established in Section 37-103-25(3).
