Requires school districts receiving a Level 3 rating or below on the Mississippi Report Card to implement mandatory school uniforms and gender-separated classrooms beginning in the 2017-2018 school year.

Mandates hiring of school resource officers and school counselors in failing districts.

Requires mandatory home economics and social usage classes for middle school students, and mandatory business and finance classes including entrepreneurship competitions.

Establishes mandatory daily homework assignments in all classes kindergarten through Grade 12, including a minimum of five vocabulary words per class per week with spelling, definition, and sentence usage requirements.

Allows distance learning in mathematics, science, home economics, social usage, business and entrepreneurship if districts lack competent teachers for these subjects.
