Changes first grade enrollment eligibility from requiring a child to turn six by September 1 to allowing enrollment if the child will turn six before December 31 of any calendar year.

Permits eligible children to enroll in first grade at the beginning of the school year in which they turn six years old.

Maintains existing provisions allowing out-of-state transfers to enroll at the same grade level if they meet specified residency, accreditation, enrollment duration, and educational progress requirements.

Preserves existing restrictions on admission for students with expulsion records, including a one-year denial period for expulsions involving violence, weapons, alcohol, or illegal drugs.

Takes effect July 1, 2017.
