Amends Section 19-5-153 to allow tracts of land exceeding 160 acres that were excluded from a district (because owners were not petition signers) to be incorporated into the district if subsequently subdivided into parcels under 160 acres, upon majority vote approval by both the county board of supervisors and the district board of commissioners.

Applies the same incorporation procedure to both standard district incorporation petitions and board-initiated district incorporations under Section 19-5-151.

Brings forward Section 19-5-189 regarding special tax levies for districts (ranging from 2-5 mills depending on district type and county location) without substantive changes.

Brings forward Section 19-5-191 regarding special assessment procedures for debt service on improvement bonds, allowing assessments based on property frontage or lot/block designation.

Takes effect July 1, 2017.
